I think I've heard vague rumours of some mailing lists that worked this way, but they were for really small fandoms where a story was, like, big news! (And I might be making that up anyway.) I've certainly never been on a community or list that did this.
And from my pov, anything that discourages posting relevant stuff can only be Bad. I've noticed strong seasonal bents in some lists/comms, depending on whether people are at university/school, over public holidays and such. There's probably a slightly less discernable weekday/weekend rhythm, depending on the age range of the members etc. Interfering with circadian rhythms...always a bad idea :)
