Yeah, I think it was all pretty OOC (or rather OTT) for Uther (in that his opinions were not OOC, but a lot of his poltergeisty actions were pretty irrational - seriously, why kill Arthur? You just destroy your entire dynasty right there). My rationale is that he died with a mostly broken mind, so maybe all that's left in the afterlife is that core of obsession he had with the rule of Camelot.
We're seeing plenty of Gwen, just not with Arthur. Which is JUST FINE.
JFC, please tell me that Arthur isn't going to learn about Merlin's magic in the very last episode.
